One of my clients recently had a case which I am explaining below and if you are stuck in such similar situation, here is what to do.
Note: Due to attorney-client privilege, I cannot disclose complete case details or identify the actual parties involved. However, I am sharing the essential facts and legal approach so that if you find yourself in a similar situation, you can understand the available solutions and legal remedies.
Mr. X approached me when his fresh passport application was rejected by the Passport Seva Kendra. The issue arose because the pincode mentioned in his Aadhar card was showing as “invalid” in the passport seva kendra website system. Despite having all other documents in order, this technical glitch was preventing him from proceeding with his passport application. The pincode was correct and existed, but the system wasn’t recognizing it as valid. This created a deadlock situation where Mr. X couldn’t complete his passport application process, affecting his planned overseas travel for business purposes. The passport office staff were unable to provide immediate solutions, leaving Mr. X frustrated and seeking legal intervention to resolve this administrative hurdle.

He is expert in the domain and can help you explain the procedure which you might have never explored. A good lawyer can get the issues resolved much faster than you think.

- Submit an application for manual verification of address with supporting documents
- Approach the Grievance Redressal Officer at the passport office with documented proof of the pincode validity
Applicable Sections of Law
The passport application process is governed by the Passport Act, 1967 and Passport Rules, 2018. Under the Bharatiya Nyaya Sanhita (BNS), Section 336 deals with forgery of documents which becomes relevant if false information is suspected. Section 340 of BNS covers using forged documents. The Bharatiya Nagarik Suraksha Sanhita (BNSS) Section 173 provides for investigation procedures when document verification issues arise. Additionally, the Right to Information Act, 2005 can be invoked to seek clarification about system errors from the passport authorities.
If You Are the Complainant
- File a written complaint with the Regional Passport Officer detailing the system error and request manual verification
- Submit proof of address documents including utility bills, bank statements, and rental agreements with correct pincode
- Approach the postal department to get confirmation letter about the validity of your pincode
- File RTI application seeking information about the technical issue causing pincode validation problems
- Request for escalation to senior passport officials if initial complaints are not addressed promptly
If You Are the Victim
- Gather all address proof documents showing the correct pincode from multiple sources like bank, electricity board, telephone company
- Contact your local post office to obtain written confirmation about the validity and existence of your pincode
- File a grievance through the official passport portal and maintain records of all communications
- Approach consumer court if the service denial causes financial loss or travel plan disruptions
- Submit alternative address proof with different pincode if you have multiple residences for temporary processing
How the Police Behave in Such Cases
Police verification is a mandatory step in passport applications. When pincode issues arise, police may initially be confused about the address verification process. However, they typically cooperate once proper documentation is provided. Police verification officers usually focus on physical address verification rather than system-generated pincode validation. They may visit the address mentioned in application regardless of pincode issues and provide verification based on actual residence confirmation.
