TL;DR: If a challan payment refund is stuck because a third-party portal debited your money and never settled the challan, your fastest route is your bank or UPI provider, and your strongest route is a consumer complaint for deficiency in service. You can pursue both at the same time. Keep every screenshot and the transaction reference, because those decide the case.
